Long long time to go there lived a couple named Concep & Ascion in a small nipa hut along the edge of the Cagayan River, the couple was childless and owned large hectares of land. Farming is their source of income the couple is very industrious and hardworking they always keep themselves busy taking care of their plants. They have big hectares of corn and rice land; they also have a wide vegetable garden where they spend most of their time. But once a Spanish soldier approached and consoled. The barangay Concepcion elected its first leader named “Frederick Villaflor in 1940. He was then addressed as “Tiniente del Bario” he was renowned for his leadership, he also established the first roman catholic church in this barangay in honor of the patron Saint Joseph, he was then succeeded by Marcelo Sera, Florentino Sera, and Pascual Tabisora respectively. That had contributed a lot to the development of the barangay. They were then followed by Benjamin Pascual (1974) Jaime Callo (1983-1993) Felicitas Mabborang (1993-1996)who was the first woman elected via highest voter, next followed by Romeo G. Andres (1996-2007) Felipe Salamero(2007-2013) and last Marilyn C. Sera(2013 present) who made a remarkable line because she was the first woman elected as barangay.
