Hon. Consuelo Maguddayao Buquing was born on 24^th day of January 1977 at Barangay Pacac Grande, Amulung, Cagayan. She is the fourth child of Mr. Felino B. Maguddayao Sr. and Mrs. Estelita B. Maguddayao and the spouse of Mr. Noli Intay Buquing. She has two children named Nashi Mae Maguddayao Buquing and Nash Noah Maguddayao Buquing both presently residing at Pacac Grande.

In the year 1986, she started her primary school at Pacac Grande-Tana Elementary School and graduated  in 1990. She also studied at Cagayan National High School during her secondary in the year 1990 and finished her studies in 1994. From year 1996, she entered college at Florencio Vargas College and graduated with a degree of Bachelor of Science in Customs Administration in 2000.

 After graduation she applied and worked as secretary at Bureau of Customs from 2000 to 2003. Then, in 2003 to 2004 she worked as Broker in Sikuda Company. From 2015 to 2018, she entered politics. She ran as Barangay Kagawad and rendered excellent services to the constituents. Meanwhile, she decided to run as Punong Barangay and fortunately, she won and served the barangay with compassion and love from 2018 to 2023. Moreover, because of her determination and incomparable abilities, she was elected as Liga ng mga Barangay President serving from 2023 up to present.
