Hon. Nicanor “NICO” Navarro De Leon II, resident of Bauan, Amulung, Cagayan, born on December 20, 1989, is the 3rd among four siblings from the conjugal union of former Mayors Atty. Nicanor C. De Leon and Pacita N. De Leon. He is happily married to Rachel Alvarado, Secondary School Teacher at Cabagan, Isabela, and is blessed with one daughter “Rebecka Erza A. De Leon, presently studying at Tuguegarao North Central School in Tuguegarao City, Cagayan.
